HC Seeks Expert Opinion on Regulating Pigeon Feeding in Mumbai

The Bombay High Court has directed the formation of an expert committee to study how feeding pigeons in public areas affects human health. This comes after the Brihanmumbai Municipal Corporation (BMC) banned pigeon feeding at certain Kabutarkhanas (designated pigeon-feeding spots) across Mumbai.

A bench of Justices G.S. Kulkarni and Arif Doctor passed the order while hearing multiple petitions challenging BMC’s decision. The judges observed that since the issue involves public health concerns, the court cannot form a final opinion without expert advice.

The Maharashtra government has submitted a list of 12 experts, including health department officials, municipal officers, doctors, and veterinarians, which the court has approved for the committee.

The panel will look into two main issues:

  1. Public Health Risks: Assess the impact of feeding pigeons, especially the health hazards caused by pigeon droppings.
  2. Regulated Feeding Zones: Examine whether designated areas can be allowed for feeding pigeons, along with possible regulations.

The court has stated that the findings of this committee will help determine whether BMC’s ban should be upheld or modified.
