IPS Officer’s Suicide Sparks FIR Under SC/ST Act Against Senior Police Officials

A major controversy has erupted in Haryana after a First Information Report (FIR) was filed against Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Police Chief Narendra Bijarnia. The two senior officers have been accused of abetment to suicide and offences under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, following the tragic death of IPS officer Y Puran Kumar.

The Incident

Kumar, a 2001-batch IPS officer, was found dead at his residence in Sector 11, Chandigarh on Tuesday. Police reports suggest he allegedly shot himself with his service revolver. His daughter reportedly discovered his body in the basement of their home.

The FIR was registered after his wife, Amneet P Kumar, an IAS officer, filed a complaint alleging that her husband had been facing caste-based harassment and mental torture from senior officials over several years.

The Suicide Note and Wife’s Allegations

According to the police, an eight-page suicide note was recovered from the scene, in which Kumar accused senior officers of mentally harassing him and making caste-based remarks.

Amneet’s complaint specifically named DGP Kapur and SP Bijarnia, claiming that they were responsible for “relentless persecution” that ultimately drove her husband to take his own life.

She wrote,

“This is not an ordinary case of suicide but a result of systematic persecution of my husband, an honest officer from a Scheduled Caste background, by powerful individuals who used their positions to humiliate him continuously.”

Amneet, who was in Japan on an official visit as part of a delegation led by Chief Minister Nayab Saini when the incident occurred, also addressed a letter to the Chief Minister seeking immediate justice.

She further stated,

“Justice should not only be done but also be seen to be done. My husband served the nation with honesty and integrity. He and our children deserve dignity, not silence.”

What the Suicide Note Revealed

Kumar’s note reportedly traces the beginning of his harassment back to 2020, when he had visited a temple near an Ambala police station.

He alleged that the discrimination began under then DGP Manoj Yadava and continued under subsequent officers. He also mentioned Rajeev Arora (Retd. IAS), the then Additional Chief Secretary (Home), accusing him of unnecessary delays in sanctioning his leave, which prevented him from visiting his dying father.

“This caused me deep pain and mental trauma, an irreparable loss that I carry till today,” Kumar wrote.

He claimed that despite repeatedly informing senior authorities, including the then Chief Secretary, no action was taken.

Nationwide Reaction

The shocking revelations have triggered widespread outrage and discussions about systemic caste discrimination, mental health challenges in law enforcement, and the lack of institutional support for officers.

Public figures, social activists, and civil society groups have demanded a fair and transparent investigation and urged the government to address workplace harassment within police forces.

The Haryana Police and state government have not yet made any public statement regarding the investigation or possible arrests.
